科技报告封面加校徽：补入 logo 素材与 cover.tex 改动 #4

上一提交只带进了 logos/README.md，图片与 cover.tex 因暂存顺序问题漏掉，
此处补齐。改动内容与前次提交说明相同：
- 新增 10 张官方 VI 校徽 PNG（横式 4 + 方形 6）
- cover.tex 加 \coverlogo，tikz current page 锚点定位在纸边
  内 20mm，宽 38mm，overlay 不占正文流
- report.pdf 重编，封面含校徽，10 页

验证：错误 0，10 页，Overfull 0，Underfull 保持既有 2 条。
